A £250 million garden village of 1,500 homes on the Durham coast, heated by warm water from former coal mines. Vital Energi was appointed to design, build and operate the heat network for 40 years.
- —Led negotiation of the concession agreement with Durham County Council, Karbon Homes and other stakeholders
- —Put in place the connection, adoption and lease agreements that bring the homes and energy centre into the network
- —Contributed to the mine water offtake agreement that unlocks heat from the Dawdon mine water treatment scheme

Brought the council, the Mining Remediation Authority, Karbon Homes, Taylor Wimpey and Miller Homes, and their legal teams, to agreement on a complex set of contracts, keeping the project on track.

Winning and negotiating a 25-year ESCo contract for a new mixed-tenure community

433 new homes, half of them affordable, around the historic Walthamstow Town Hall. Vistry Group needed an experienced ESCo to adopt the whole heat network, take on the risks of running it, and give residents affordable, low-carbon heat.
- —Led Vital Energi's winning bid, built around an energy centre with air source heat pumps designed for the site
- —Negotiated the 25-year ESCo contract with Vistry Group, with Vital Energi adopting the network and its operating risks
- —Developed an affordable tariff structure, keeping residents' costs in line with alternative heating for the life of the contract, and a customer offer aligned with Heat Trust rules

East London Energy supplies low-carbon heat and hot water across the Olympic Park. Paul was the strategic link between the ESCo and its major customers, each with different operating models and priorities.
- —Planned customer engagement for new handovers, including Chobham Manor Phase 2 and Manhattan Loft Gardens, with clear tariffs, service standards and complaints routes
- —Turned complex heat supply obligations into practical mobilisation plans for each customer
- —Set KPIs for uptime, response times and metering accuracy, and prepared the business for regulation by auditing billing and mapping customer interfaces

The Olympic Park ESCo has become a reference model for heat network delivery at scale.
